Reports to: Satellite Operations Director

JOB PURPOSE / ROLE:

Responsible for developing, implementing and maintaining satellite and ground operations procedures for Es’hailSat Fleet as well as Flight Dynamics operations. Mentors Satellite Operations Engineers when needed.

Job Description

  • Support the definition of the Concept of Operations (CONOPS)

  • Maintain Flight & Ground Operations Procedures for the SCC and Ground TT&C subsystem.

  • Design, develop and ensure implementation of processes and procedures related to satellite and payload operations, fault and event management, data management and COMSEC operations.

  • Support Definition of Internal Business Processes and Maintain them

  • Maintain and update the contingency business processes related to satellite operations.

  • Contribute to the Satellite’s Project team development to ensure operation requirements are taken into account and consequently fulfilled.

  • Participating in the development of software tools, methods and procedures to improve testing and measurement capabilities.

  • Testing and assessing the viability/compatibility of new systems and equipment.

BEFORE LAUNCH

Operation Planning Formulation

  • Ensure readiness of the Satellite and Ground Operations procedures

  • Ensure readiness of Flight Dynamics operations

Offline Activities

  • Prepare weekly and monthly progress reports to the management,

  • Perform trend analysis and Generate Satellite Health Reports on a monthly basis

Communication and Coordination

  • Monitor and report all failures associated with the satellite’s performance

  • Work closely with Satellite Operations Manager on Flight Dynamics aspects and Anomaly Management.

  • Coordinate with CMC Requests

AFTER LAUNCH

Operation Planning Formulation

  • Ensure readiness of the Satellite and Ground Operations procedures

Satellite In-Orbit Operations

  • Support all critical operations,

  • Perform trend analysis and anomaly resolution for satellite operations,

  • Support Satellite Controllers during Manoeuvers and other critical operations,

  • Perform internal audits to check if procedures and processes are followed by Satellite Controllers

  • On-call support during outside normal business hours on a rotation basis (once every 5 weeks in average),

Offline Activities

  • Prepare ranging Campaigns

  • Prepare Flight Dynamics operations for Station Keeping manoeuvers

  • Coordinate with Satellite Manufacturer for anomalies

  • Generate Anomaly Reports for In-Flight & Ground Anomalies,

  • Prepare weekly and monthly progress reports to the management,

  • Perform trend analysis and Generate Satellite Health Reports on a monthly basis,

  • Provide Continuous training to Satellite Controllers and other team members as required.

Communication and Coordination

Whole of Life Continuous Training

  • Provide intense training programs for Spacecraft Controllers as required

Minimum Qualifications:

Master in Aerospace Engineering or relative discipline,

Minimum Experience:

7 years or more of experience in Satellite Operations,

Satellite Platform and Payload Engineering deep understanding,

Knowledge of Flight Dynamics Operations and Preparation,

Knowledge of AOCS, Thermal Subsystem, TCR, Data Handling, Power Supply, Telecommunication Payload, COMSEC,

Knowledge of a Satellite Monitoring and Control system (EPOCH suite will be an advantage),

Knowledge of DS2000 from MELCO will be an advantage,

Knowledge of OASYS will be an advantage,

Knowledge of ITSM framework will be an advantage

Reports to: Satellite Operations Manager

JOB PURPOSE / ROLE:

Responsible for the monitoring and control of the in-orbit Es’hailSat satellites, working within a shift system to provide 24/7 manning at the SCC.

Job Description

BEFORE LAUNCH

Operations Project Planning and Implementation

  • Participating in the development of software tools, methods and procedures to improve testing and measurement capabilities.

  • Testing and assessing the viability/compatibility of new systems and equipment.

  • Attend all training as directed by the Satellite Operations Manager

AFTER LAUNCH

Satellite In-Orbit Operations

  • Execute all planned operations of the satellites and ground stations according to pre-defined business processes, procedures and planning.

  • Perform constant monitoring of the fleet and take immediate corrective action in the event of a satellite anomaly or ground system anomaly.

  • Responsible for contacting on-call engineering staff in the event of a satellite or ground system anomaly and assisting in data provision, analysis and recovery.

  • Fill the Handover Logbook

  • Follow all processes and procedures

Offline Activities

  • Maintain overall proficiency with self-training.

Communication and Coordination

  • Monitor and report all failures associated with the satellite’s performance

  • Coordinate with CMC for Payload Configuration Requests

Minimum Qualifications:

Certificate/Diploma in Telecom, IT, Electronics, Aerospace Engineering or equivalent (Bachelor preferred)

Minimum Experience:

5 years or more of experience in Satellite Operations 24/7

Good understanding of more than 1 satellite subsystem,

Knowledge of Satellite Simulator Systems,

Knowledge of a Satellite Monitoring and Control system (EPOCH suite will be an advantage),

Knowledge of DS2000 platform from MELCO will be an advantage

Reports to: Spectrum Management Director

JOB PURPOSE / ROLE:

Assist the Spectrum Management Director in Spectrum and Regulatory Engineering matters for ES’HAILSAT’s current and future programs through providing input toward and implementing the orbital and spectrum strategy, interfacing with the spectrum regulators (locally and internationally as needed) and liaising with ITU in order to ensure effective and efficient delivery of ES’HAILSAT services to all its customers and the achievement of the organizations overall strategic objectives. Responsible for daily activities pertaining to spectrum engineering.

Job Description:

  • Assist the Spectrum Management Director in the preparation of the spectrum management department budget and generate continuous reports in order to monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified and potential performance improvement opportunities are capitalized upon.
  • Assist in the development of the long-term spectrum strategy for ES’HAILSAT
  • Assist the Spectrum Management Director in the process of spectrum analysis to identify potential opportunities for ES’HAILSAT, and coordinate with commercial departments to seek commercial economic and strategic future visibility, while working with the engineering and procurement department to ensure turning the potential opportunity into action and design and get exploited (implementation)
  • Interface with the spectrum regulators (locally and internationally) including ITU and conduct the filing activities with ITU and monitor the progress.
  • Ensure coordination with other satellite networks through periodic meetings and correspondence.
  • Assist the Spectrum Management Director and Legal department in managing the relations between ES’HAILSAT and the regulatory bodies to obtain the necessary approvals and licenses from the different regions and countries, so it could operate its satellites within the legal framework and be able to have an efficient and effective market access for ES’HAILSAT’s commercial activities. 
  • Develop in-house tracking tools for all correspondence with other administrations and with the ITU
  • Keep a track of filling activities and monitor progress. Highlight and plan activities in order to meet the regulatory milestones
  • Ensure ES’HAILSAT’s compliance with the applicable coordination agreements and ITU regulations and recommendations, so that ES’HAILSAT orbital assets and investments are protected and violations are prevented
  • Inform Spectrum Management Director of any deviations in compliance.
  • Assist the Spectrum Management Director in providing advice and continuous update to other departments within ES’HAILSAT on the application of the ITU Radio regulations and recommendations and reflect on the implications it would have on the satellite design, so that ES’HAILSAT is in full compliance with the international regulations and optimally placed in protecting its orbital assets and operations from any possible violations.
  • As needed, represent ES’HAILSAT in spectrum regulatory bodies and agencies, and assist in managing the relationship with ES’HAILSAT’s regulatory consultants, so that frequency and regulatory matters with ictQatar, ITU and other satellite operations are taken seriously, respected and complied with and the maximum efficiency is achieved.
  • As needed represent ES’HAILSAT at various workshops, conferences, and in discussions held at National and International forums whenever instructed to participate.
  • Under the supervision of the Spectrum Management Director, prepare the technical and regulatory basis in advance of negotiating agreements for regulatory licensing and in order to minimize risk and maximize benefits and meet or exceed ES’HAILSAT user requirements in terms of quality, support, and availability.
  • Prepare frequency coordination draft agreements and technical documentations to ITU.
  • Recommend improvements to spectrum management policies and implement procedures and controls so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service in line with best practice.
  • Provide inputs and suggestions for the continuous improvement of orbital and spectrum practices taking into account ‘best practice’, changes in international standards and changes in the business environment which demand proactive action plans.
  • Consolidate accurate Management reports to provide timely feedback to the Spectrum Management Director for monitoring the progress of ITU filings  and regulatory matters

Minimum Qualifications:

BS Electrical or Telecom Engineering or equivalent degree

Minimum Experience:

5 years or more in a cross functional satellite operations teams preferably with a top tier satellite services provider focusing on implementing long-term spectrum and orbital strategy and filing for licenses and approvals from government and international regulatory bodies.

Reports to: Marketing & Business Development Director

JOB PURPOSE / ROLE:

Provide technological and commercial contribution in activities relating to developing new applications and solutions to customer’s requirements Conduct thorough technical feasibility studies as well as contribute to assess commercial consequences in mainly liaising with Business development, sales and capacity management engineers.

Job Description:

  • Conduct all system and customer/service-level requirements analysis and calculations and identify capacity requirements.
  • Advise customers on solutions that are easily implemented, cost effective and technically viable.
  • Contribute to the assessment of commercial consequences of new services.
  • Develop KA band applications in broadcasting and broadband data distribution.
  • Study new service proposals / requirements and recommend technical and commercial feasibility.
  • Develop the technical and programmatic proposals for the potential customers
  • Develop partnerships with end-user terminal/equipment manufacturers and integrators.
  • Provide technical assistance to Marketing in order to enhance product promotion and provide key selling points from a technical perspective.
  • Conduct market research and technology evaluations in order to identify applied solutions and prepare recommendation to management
  • Maintain close liaison with Business Development, technical teams and Sales to get details of new services and specific customer requirements
